Toda če ga ne zmorejo plačati, lahko na svojo nepremičnino vknjižijo zastavno pravico in s tem plačilo davka zapustijo svojim potomcem, ki bodo ob dedovanju bodisi dolžni plačati zapadle davčne obveznosti ali pa bodo te poplačane iz vrednosti stanovanja. Na drugi strani pa lastnikom kapitala omogoča številne podporne mehanizme, bodisi v obliki denarnih nepovratnih sredstev, koruptivnih poslov z državo, socializacije nevračila bančnih dolgov, zakonodajnih omejitev odgovornosti, nesankcioniranja sive ekonomije in neprocesiranja gospodarskega kriminala. Tako se sodobna država spreminja v banko za kreditiranje revnih in podporno ustanovo za subvencioniranje bogatih.
